Chairman's Corner

APRIL, 2017
For the months of April and May, I am filling in as the acting chair at
the request of the RCDP Chair, Howard Katz. For those of you who don't
know me, I have been involved with the Riverside County Democratic
Central Committee since 2000-01. Most of that time
was spent serving as an alternate. In 2012, I was elected as a
representative for the 61st AD. I have served as the 61st AD Vice Chair
and was recently elected as the First Vice Chair. I am a teacher with
the Moreno Valley Unified School District and have
been a resident of Moreno Valley for 35 years. I am a life-long
Democrat and the first campaign I worked on was for Hebert Humphrey.
In case you missed it: I am pleased to
announce that Suzan Wilkinson, Regional Director, Region 19 has
selected Riverside County Democratic Party Chairman Howard L. Katz as
the recipient of the 2017 Regional Director Award,
for Region 19. The award will be presented at the General Session of
the California Democratic Party on Sunday, May 21
in Sacramento. When announcing the award Ms. Wilkinson stated: "Howard
Katz is a loyal, hardworking, and dedicated activist who fights for
progressive values. He is a respected mentor to Democratic leaders,
officeholders, and candidates. His service to the California Democratic
Party is invaluable." Please join me in congratulating Howard on this
well-deserved award.

CDP Chair Candidates Speak at May 1st Meeting
|
|
The following resolutions were
reviewed and endorsed by the Riverside County Democratic Party general
membership on Monday, April 10, 2017.
Resisting The Trump Agenda
Whereas, it is clear that President Trump's
agenda is to gut and/or end policies and laws such as our social safety
net -Social Security, Medicare, the Affordable Care Act- and to
privatize prisons, schools, highways and to eliminate
protections for our citizens by ending or repealing laws in the areas
of the environment, workers' rights, human rights, and voters' rights
while at the same time putting forward regressive policies in consumer
protection and immigration reform, and
Whereas, it has and always will be a guiding principle
of Democrats to fight for and to champion these values and to stand
strong while defending any and all efforts to dismantle these hard won
rights,
Be it further resolved, that the Riverside
County Democratic Party urges our Senators and Representatives to
continue resisting this agenda by exposing President Trump's and the
Republican party's destructive agenda and to not
only use their words but their votes to halt these efforts, and
Be it further resolved, that copies of
this resolution be sent to the California Democratic Party, Senators
Dianne Feinstein and Kamala Harris and the California
Congressional Delegation.

Preserving Voter Rights in Homeowner Associations (HOAs)
Whereas, the Legislature and the California
courts have established that California's 52,000 homeowner associations
(HOAs) are self-governing, quasi-governmental entities with many of the
duties and powers of cities and counties,
e.g. the power to foreclose, and
Whereas, free and fair elections - VOTING -
is vital to the political health of self-governing communities, because
VOTING is the means for millions of California HOA owners to choose
their leaders and hold them accountable; however,
there are ongoing legislative campaigns to take away homeowners' rights
to vote in HOA elections or to run for seats on governing HOA boards,
and the HOA industry markets such legislative campaigns as "cost-saving"
measures when the savings will be negligible,
given the fact that most California associations are 25 units or fewer
and, therefore, do not incur large costs when conducting elections, and
given the fact that existing law [Civil Code §§5100 et seq] lets HOAs
use, for example, volunteer poll workers with
the County Registrar of Voters to supervise elections, and
Whereas, existing
law governing HOA laws removes control of elections from the incumbents
but ongoing legislative campaigns by the HOA industry attempt to
restore power over
elections to incumbents, that is: boards already in power,
Therefore be it resolved, that
the Riverside County Democratic Party stands against any effort to
cancel elections together with the sitting board's power to set
qualifications
for voting and for running for office since this is a lethal
combination as it will permit the board to eliminate any challenge to
the status quo by first disqualifying a dissenting candidate, then
avoiding public exposure by cancelling the election, and
Be it further resolved, that
a copy of this resolution will be sent to the California Democratic
Party, Governor Brown, Pro-Tem Kevin De Leon and Speaker Anthony Rendon,
Insurance
Commissioner Dave Jones and Assemblymember Jacqui Irwin.

Protect and Defend the Voters of California Decisions to
Allow for the Medical and Adult-use of Marijuana by Nullification
through Non-cooperation
Whereas, in
1996 the voters of California passed Prop. 215 allowing for the use of
marijuana when recommended by a physician
and in 2016 passed Prop. 64 legalizing the use of marijuana by
all-adults 21 and over and have set-up state and local government
regulated distribution systems for marijuana, and
Whereas, California's
legalization of marijuana conflicts with the federally enacted
Controlled Substances Act which lists marijuana as a schedule one drug
which is defined
as "drugs with no currently accepted medical use and a high potential
for abuse" and which enacts severe penalties for violations including
life in prison without parole, and in Prigg
v. Pennsylvania (1842), New York v. United States(1992) and in Printz
v. United States(1997), the U.S. Supreme Court
ruled that states cannot be compelled to enforce federal law and, as
written by Justice Sandra Day O'Conner, Congress may not simply
"commandeer the legislative processes of the States
by directly compelling them to enact and enforce a federal regulatory
program" and that in Independent Business v. Sebelius(2012),
the Court held that the federal government cannot compel states to
enforce federal law by threatening to withhold funding for programs
already in place and that allowing Congress to essentially punish states
that refused to go along violates constitutional separation of powers,
Therefore be it resolved, by the Riverside County Democratic Central Committee that the California legislature immediately pass a law that will "prohibit
a state or local agency from taking certain actions without a court
order signed by a judge, including using agency money, facilities,
property, equipment, or personnel to assist a federal agency to
investigate, detain, detect, report, or arrest a person for
commercial or noncommercial marijuana or medical cannabis activity that
is authorized by law in the State of California and transferring an
individual to federal law enforcement authorities for purposes of
marijuana enforcement" and
that a copy of this resolution be sent to all Riverside County Democratic state assembly and senate members, and
Be it further resolved, by the Riverside County Democratic Central Committee that state Attorney General Xavier
Becerra take all pre-emptive and legal measures to achieve nullification
of federal marijuana prohibition laws through noncooperation and to
create impediments to enforcing and implementing federal laws
prohibiting
the use and distribution of marijuana as permitted under California
state law and that a copy of this resolution be sent to him.

Voter Registation Tabling in Menifee

DSRC Awards Luncheon

We Democrats staffed a
voter registration table at the Bell Mountain School's Community Day
event in Menifee on April 1, 2017. We registered 4 voters and one
registered Democrat. We had the support of 8 volunteers
from our two clubs, the Democrats of Southwest Riverside County and the
Eleanor Roosevelt Democratic Club.

The Democrats of Southwest Riverside County held its Awards Luncheon and Fundraiser on Sunday April 9, 2017.
The event honored the past leadership of the club and gave a special award to Immediate Past President, Thetis Pressley.
